The bill before us contains $3.81 billion, excluding the $1.07 billion requested by the Senate. The agencies in the Leg Branch bill almost all receive what they requested after taking into account their funding in the FY2018 omnibus.

The FY 2018 Omnibus was an important first step in digging many agencies in our legislative branch out of the hole caused by sequestration. This bill continues on that path with a $180 million increase, though it falls $24.9 million below the revised budget request.

That is why our work is so important to ensure our veterans receive the honors, benefits, and assistance they have earned.

Thank you Chairman Simpson and all Members of this great subcommittee that consistently endeavors to work on a bipartisan basis to produce bills that meet our nation's priorities in energy, water, and nuclear capabilities for domestic needs as well as security. As always, we applaud that our subcommittee bill is among the first out of the starting gate for 2019. This does not happen by chance and I am grateful for the excellent working relationship we and our Members have, Mr. Chairman. This is an achievement worthy of emulation in this Congress.

The fiscal year 2018 omnibus was an important step toward addressing the water infrastructure backlog in our country, and made significant investments in science and technology that will grow the economy, create jobs and ensure our security. This bill continues on that path with a significant increase for the Army Corps of Engineers and the Bureau of Reclamation.

Chairman Yoder scheduled nine budget hearings for us in the space of three weeks. It was a little bit hectic but at the end of those hearings, we ended up with a bill that gives most of the Legislative Branch agencies most of what they asked for.

Mr. Chairman, while I believe this is a good allocation for the FY 2019 MilconVA Bill, there is one problem that needs to be addressed as we move through the process. The bill includes $69 million dollars for a High-Value Detention Facility at Guantanamo Bay Naval Station. Mr. Chairman, there are 41 detainees at GTMO. This works out to a cost of $1.7 million dollars per detainee.
