Fiscal Year 2023

To meet urgent needs of communities across the United States, the House Appropriations Committee has invited Members of Congress to request funding for projects in their communities. These requests are subject to strict transparency and accountability rules, which can be found here.

Chair DeLauro provided an important overview of the process in a general Dear Colleague to Members and announced that the deadline for Member submissions will be at the end of April. Subcommittee Dear Colleagues, along with each request submission deadline will be posted online when available.

As part of the important reforms associated with Community Project Funding, the Committee requires Members to certify that neither they nor their immediate families have any financial interest in projects they request. A template for such certification is available here.

For fiscal year 2023, Members will be required to post every Community Project Funding request on their official House website following the Committee’s 15-day review period. Providing 15 days between making a request and posting it on a Member’s website will allow subcommittee staff to review requests and make sure they are properly categorized as a Community Project Request. Further, to ensure that requests from all Members are easily accessible, the Appropriations Committee will continue to provide a “one-stop” link to all House Members’ online project requests. 

All requests submitted to the Appropriations Committee serve as an important step in the appropriations process, and the Committee will carefully review requests as it develops fiscal year 2023 appropriations bills.

Final Funded Projects

As a final step in the process, the fiscal year 2023 government funding legislation included Community Project Funding for the House and Congressionally-Directed Spending on the part of the Senate. The following lists show enacted funding.

Projects Included in House Bills

Members were invited to submit projects to the Appropriations Committee as a first step in the appropriations process. After receiving submissions from Members, the Committee carefully reviewed them for inclusion in fiscal year 2023 appropriations bills. The following lists provide information on the Community Project Funding requests that were funded by each Subcommittee during the House process.


Member Requests

The deadlines for Members of Congress to submit requests for Community Project Funding were April 27, 28, and 29. Information about which accounts were eligible for Community Project Funding and the requirements for each one are available here.

All requests are submitted to the Appropriations Committee as a first step in the appropriations process. The Committee will carefully review requests as it develops fiscal year 2023 appropriations bills. Only a handful of each Member's requests may be funded. Information about Community Project Funding requests funded in appropriations bills will be available the same day as the Subcommittee markup, or 24 hours before full committee consideration if there was no Subcommittee markup.

Members are required to post every Community Project Funding request on their official House website simultaneously with their submission to the Committee. To ensure that requests from all Members are easily accessible, the Appropriations Committee has established this online “one-stop” link to all House members’ project requests. 

To further support transparency, the Committee is also providing a link to a consolidated table of accessible data, so that the public can directly view all Community Project Funding requests submitted to the Committee. The table reflects the data as submitted by offices into the database maintained by the Appropriations Committee. Questions regarding information in the table should be directed to the office that made the request. The table, updated on June 6, 2022, to reflect additional submissions, changes to existing submissions, and technical corrections, is available here.
