I applaud you and your staff for retaining adequate funding for the front line employees of the Department of Homeland Security, so that they can continue to conduct critical operations along our borders, protect our nation's airports and seaports, and respond to the spate of natural disasters our country has experienced.

The allocation for the FY 2013 Milcon/VA bill is flat. In my opinion the allocation is what we could have expected if the Republicans would have stuck to the bipartisan agreement that established $1.047 trillion as the Committee's allocation.

This bill, however, underfunds our nations diplomatic efforts, overall development initiatives, and multilateral obligations, while also containing a series of highly controversial legislative riders that neither the President nor the Senate will accept and will inevitably be removed in conference negotiations...I believe that by the end of the process we will be back at the balanced allocation in [the Budget Control Act], and can then repair many of the cuts proposed in this and other House bills.

Fortunately, this bill has been spared from Ryan budget austerity. I'm pleased to see the majority adequately fund FEMA State and Local, firefighter and emergency performance grants.
