The package consists of five bills that fund federal departments including Commerce, Justice, Agriculture, Interior, Veterans Affairs, Transportation, and Housing and Urban Development Energy from October 1, 2019 to September 30, 2020.

The legislation funds agencies and programs within the Department of Agriculture, the Farm Credit Administration, the Commodity Futures Trading Commission, and the Food and Drug Administration.
