I mentioned this at subcommittee, but today marks Chairman Crenshaw’s last full committee markup as Chairman. For the past four years, he has been a partner and a friend on this bill, and I was greatly saddened by his announcement to retire a few weeks ago. I want to take a moment to thank him for the partnership we have had on this subcommittee, and for his friendship. Although we don’t agree on everything, I think that Chairman Crenshaw has always tried to be fair with our side of the aisle. We may disagree on some of the priorities in this bill, but we have never been disagreeable.

A few weeks ago, I was saddened to learn that this will be Chairman Crenshaw’s last term in Congress, and his last year in charge of this subcommittee, so let me begin by thanking you for the partnership we have had on this subcommittee over the years. Although we don’t agree on everything, you have always been fair, direct, and honest with our side in the way you have conducted this subcommittee. You have tried to find common ground and to accommodate us when you are able. We may disagree on some of the priorities of this subcommittee, but we have never been disagreeable.
Thank you Mr. Chairman. I would like to join you in welcoming Chairman Wheeler and Commissioner Pai back before the subcommittee. This is the 3rd year we have had this dynamic duo before our subcommittee, and I’m sure we will continue to have a stimulating discussion on the many issues facing the Federal Communications Commission.
Last year, the FCC was a central point of debate on this committee- for both numerous funding and policy issues. The end result is that the Omnibus removed several controversial riders, and significantly increased funding for the agency for the first time in several years.
Thank you Chairman Crenshaw. I would like to join you in welcoming Shaun Donovan, Director of the Office of Management and Budget, to this hearing.
Today’s hearing serves a dual purpose. We will of course discuss OMB’s specific budget request for this year, and delve into the new initiatives that will help coordinate government-wide responses to pressing issues. But we will also delve into the budget request as a whole, and how OMB has helped put together a coherent and cohesive product that reflects our nation’s values and address its needs.
Thank you Mr. Chairman. This is our first subcommittee hearing of the year, and I look forward to working with you once again. We have a number of important hearings planned, including with some folks who our friends on the Budget Committee don’t feel like meeting with, so I look forward to moving forward with our process.
Today, I would also like to welcome Internal Revenue Service Commissioner John Koskinen back before the subcommittee. He took over the helm of the Internal Revenue Service during a very tumultuous time in agency’s history, and I believe he has done a strong job of righting the ship and making sure that the employees there are focused on their mission.
