In two legal decisions released this morning, the non-partisan Government Accountability Office (GAO) reaffirmed that the President has no inherent authority to unilaterally freeze enacted appropriations. House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) released the following statement on these decisions.

WASHINGTON — During today’s House Appropriations Committee markup of the 2026 Defense funding bill, House Democrats fought against House Republicans’ bill that undermines democracy at home and abroad and includes harmful policy riders that divide our nation.

House Republicans’ Defense bill:

House Republicans just rubberstamped Elon Musk’s stealing of American taxpayer money. The $9.4 billion rescissions package does nothing to address the cost-of-living crisis, hurts middle class and working families, and undermines national security. These cuts continue Elon Musk’s agenda to chaotically destroy the government and weaken the United States’ power in order to pay for tax breaks for billionaires.
