Today, Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee, and Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, released updated information detailing at least $410 billion in federal funding that President Trump and Office of Management and Budget (OMB) Director Russ Vought are holding up and denying communities across the country.

Since taking office, President Trump has trampled over our nation's laws and choked off critical investments that families, businesses, and local governments in every zip code in America are counting on.

The tracker below offers a snapshot-in-time look, as of September 8, 2025, at the vast array of federal funding that should be going out the door, but that President Trump, in an unprecedented scheme, is holding up.

Today, House Appropriations Committee Republicans pushed ahead with their fiscal year 2026 State, Foreign Operations, and Related Programs funding bill that weakens our national security and puts the American people and public health preparedness at risk.
WASHINGTON — Congresswoman Lois Frankel (D-FL-22), Ranking Member of the State, Foreign Operations, and Related Programs Subcommittee, delivered the following remarks at the Appropriations Committee's markup of the fiscal year 2026 bill.

WASHINGTON — Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee, delivered the following remarks at the Committee's markup of the fiscal year 2026 State, Foreign Operations, and Related Programs bill:

Thank you, indeed my good friend, it is not said lightly, the Chairman of the full committee. I thank Chairman Diaz-Balart, Ranking Member Frankel, and the subcommittee staff on both sides of the aisle for their work. In particular, I want to shout out Erin Kolodjeski, Laurie Mignone, and Ed Etzkorn.

I must oppose the bill before us today, which dismantles American diplomacy and soft power, abdicates American leadership, yields the global stage to China and Russia, threatens women’s health, and abandons people around the world.
