Madame Chairwoman, I join you in welcoming our witnesses.

This is an important hearing and I believe we all owe the thousands of U.S. personnel a debt of gratitude for combating the deadliest Ebola outbreak the world has ever seen. Last summer it was a crisis spiraling out of control, taking lives indiscriminately, and seemingly dismantling governments and economies in the process. The fact that a mere six months later we have not only prevented an explosion of infections around the world, but bent the curve downward and are in a position to reflect on what we have learned is a testament to our expertise and the fundamental generosity of the American people.

2014 Total enacted level: $49.0 billion

2015 Committee mark: $48.29 billion

2015 Omnibus: $49.27 billion (not including $2.526 billion in emergency funds for Ebola)

Highlights and key points:

The recent attacks against Israelis raise serious concerns that the Palestinians are not prepared to coexist peacefully with their neighbor Israel.
“As the Chairwoman and Ranking Member of the State and Foreign Operations Appropriations Subcommittee, we remain firmly opposed to scaling back or removing the bipartisan sanctions placed on Iran before the international community is able to verify that Iran is dismantling its nuclear program."

Congressman Harold Rogers (R-KY) and Congresswoman Nita Lowey (D-NY) today sent the following letter to Office of Management and Budget (OMB) Director Shaun Donovan and National Security Advisor Susan Rice requesting details on the Administration's response to the emerging public health crisis in Africa:

Dear Ambassador Rice and Director Donovan:

The President has announced that the United States Government has initiated a government–wide response to the Ebola epidemic in West Africa to address this serious public health event that is killing thousands of victims, expanding exponentially, and could disrupt the functioning and governance of the affected countries.

The Committee is prepared to respond and assist in these efforts as necessary. We recognize that we need to act quickly to avoid a potential global health security crisis.
