Congresswoman Marcy Kaptur (D-OH), Chair of the Energy and Water Development, and Related Agencies Subcommittee, delivered the following remarks at the Subcommittee's Member Day hearing:

Thank you to all of our colleagues who will come before us today. We appreciate the time you have taken to be here today.

The purpose of today's hearing is to take testimony from Members on the fiscal year 2022 budget. We look forward to hearing from our attendees about your priorities, including federal programs of importance to your Districts. There are several who couldn't be here who have submitted testimony for the record.

Today, we will hear from our colleagues in 10-minute blocks, with two Members scheduled for each time block. Each Member will have five minutes to testify.

Whether actors have been 'lone wolves' or conspiring and acting in groups, this is a growing and metastasizing blight on our society. We, as Members of Congress, all personally experienced the January 6th insurrection, and we owe it not only to the people of our country, but to the democratic institutions in which we serve to ensure such an event never happens again."

“Thousands of families and children in my home state alone are either homeless or seriously housing insecure, unsure if they will have a roof over their head next month. And the COVID-19 pandemic has only exacerbated this issue and put our nation’s most vulnerable populations, such as our disabled, nonwhite, and Native American populations, at increased risk. When individuals experience housing instability, they are at greater risk of contracting COVID. This makes our entire country less safe.”
