The House today passed, on a bipartisan 301 to 123 vote, a continuing resolution with limited anomalies to extend federal government funding through Nov. 21 and avoid a government shutdown at the end of the month.

Today House Appropriations Chairwoman Nita Lowey (NY-17) and House Budget Chairman John Yarmuth (KY-03) sent a letter to the Trump Administration expressing deep concerns about the Office of Management and Budget’s (OMB’s) escalating abuse of its Presidentially-delegated apportionment authorities and its blatant attempts to undermine Congress’s Constitutional power of the purse.

“The Government Accountability Office, under the authority of the Comptroller General, has issued a legal decision that the Secretary violated appropriations law. The Secretary must respect this judgment, not resort to harsh partisan attacks. Instead, he appears to be continuing this administration’s alarming pattern of undermining our constitutional principles of the rule of law and the separation of powers."

“The Domestic Gag Rule undermines the very purpose of the Title X program, which is to allow millions of women and men to access basic family planning services. Forcing so many providers out of the program will put birth control out of reach for millions, with severe consequences for families across the country."

House Appropriations Committee Chairwoman Nita M. Lowey (D-NY-17) and Senate Appropriations Committee Vice Chairman Patrick Leahy (D-VT) today wrote to Acting White House Chief of Staff Mick Mulvaney and Acting Office of Management and Budget (OMB) Director Russell Vought strongly opposing the Trump administration’s latest ploy to withhold foreign assistance.

“The House has already passed ten of its appropriations bills to fund the government for fiscal year 2020. With a bipartisan spending framework now in place, the Senate must quickly get to work so that we can conference appropriations bills when Congress returns in September. We owe it to the American people to responsibly fund the government and avoid another shutdown.”
