Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee, and the Labor, Health and Human Services, Education and Related Agencies Subcommittee, gave remarks during the full committee markup of the fiscal year 2027 Labor, Health and Human Services, Education and Related Agencies funding bill. Below are excerpts from her opening statement, as delivered.

Early this morning, the Senate advanced a reconciliation bill to provide Immigration and Customs Enforcement (ICE) and Border Patrol with just under $70 billion with no strings attached, over 4 times their combined annual budgets. If the bill passes, DHS will have received more than $260 billion from Congress in the first two years of the Trump administration. House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) issued the following statement.

During today’s House Appropriations Subcommittee markup of the 2027 Homeland Security funding bill, House Democrats highlighted how the bill fails to include protections against abuse that Democrats and the American people have been demanding, as DHS agents have harassed, beaten, detained, and even killed law-abiding American citizens. It also cuts funding for the Transportation Security Administration (TSA) by nearly $350 million, and the Cybersecurity and Infrastructure Security Agency (CISA) by more than $250 million.

House Republicans advanced their extreme 2027 Labor, Health and Human Services, and Education, and Related Agencies funding bill that is an assault on education and job training, puts health coverage for millions of Americans at risk, and abandons ongoing public health crises.

Today, the House passed the Republican fiscal year 2027 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies funding bill. As costs for groceries go up, the bill cuts $200 million from fruit and vegetable vouchers for women, infants and children. While working families struggle to make ends meet, the bill decimates rural aid programs. A state- and district-level breakdown of the rural aid cuts can be found here.

Today, the Government Accountability Office (GAO) concluded that the Department of Energy’s (DOE) decision last year to steer hundreds of millions of dollars provided by Congress in fiscal year 2025 for the research and development of clean energy sources toward energy sources favored by Secretary Christ Wright violated the law.

While the 2026 appropriations process remains unfinished with no enacted oversight or reforms to Immigration and Customs Enforcement (ICE) and Border Patrol, House Appropriations Committee Republicans today released their draft 2027 Homeland Security funding bill to be considered in subcommittee tomorrow.
