The bill covers agencies, offices, and programs in the Department of Homeland Security, including U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the United States Secret Service, the Transportation Security Administration, the Coast Guard, the Cybersecurity and Infrastructure Security Agency, and the Federal Emergency Management Agency.
