The Ryan budget endorses sequestration and is unrealistic, unworkable, and economically misguided.

The terrible devastation from tornadoes in Oklahoma is only the latest reminder that the federal government must be prepared to help American families affected by natural disasters.

While I intend to support this mark, and believe it represents an improvement over the budget requestit is still a far cry from the bill I believe we would want to craft were we operating under a more reasonable allocation.

The insufficiency of these allocations is crystal clear. Democrats cannot and will not support Appropriations bills that continue to gut services and investments critical to middle-class American families.

I am pleased the 2014 Military Construction and Veterans Affairs Appropriations Act would continue our long commitment of caring for the men and women who have served in uniform, and providing the resources necessary for maintenance and construction of military facilities.

This bill provides funding levels that members on both sides agree are appropriate, while avoiding contentious legislative riders that complicate passage.

While we have a reasonable bill before us given the allocation, unfortunately there is a dark cloud looming over the committee.

Mr. Chairman, you have done a good job in your mark, working with the low funding allocation presented to you. While this mark hews closely to the overall spending figure requested by the President, I don't believe either number is sufficient to fully provide DHS with the resources it needs to help keep the nation safe
