Punitive and draconian cuts combined with and extraneous riders have resulted in an unacceptable bill. If this bill makes it to the floor, the American people will see what would happen to our financial regulators, tax enforcers, and, sadly, the rights of women in America, if the House Majority has their way.

While that is not so bad compared to other bills such as Transportation and Housing and Energy and Water, this bill keeps the status quo with which Members have been dissatisfied - long lines for your visitors, furloughs and pay cuts for staff, and the inability to effectively communicate with our constituents.

This Congress has a 6% approval rating, the lowest in history. While many of my colleagues see cutting our important legislative branch agencies as a way to buoy the public's opinion of Congress, this is the wrong approach.

What a difference a year makes. Last year, Chairman Latham put forward a responsible bill that invested in our nation's infrastructure and took care of the housing needs of our most vulnerable citizens. The bill we consider today, however, is a stark contrast.
