"This bill takes a balanced approach that includes many increases above the current level and the request across the diverse range of the department’s homeland security missions."
House Appropriations Committee Chairwoman Nita M. Lowey delivered the following remarks to the House Rules Committee in support of an appropriate rule for the House to consider H.R. 2740, the first minibus of fiscal year 2020 appropriations bills.
"With this bill, House Democrats continue fighting to strengthen our national security while reflecting our American values. It provides strong investments in disaster relief and anti-terrorism grant programs while putting a check on the cruel immigration enforcement of the Trump Administration. Restrictions in this bill would tighten the reins on the Administration’s practice of transferring funds for purposes other than those intended by Congress, including the dramatic expansion of interior immigration enforcement."
"No funding is provided for the border wall or additional border barriers, and a provision is included prohibiting the use of any federal funds for border barrier construction other than funds explicitly appropriated by Congress for that purpose in prior years."
"The Fiscal Year 2020 Agriculture Appropriations bill rejects the President’s misguided budget and instead invests in important initiatives for the people. The bill would reduce hunger at home and abroad, support rural development and our farmers, and ensure the FDA is properly funded to meet the growing needs of regulating our food, medicines, and more."
