"This year’s bill represents a positive, inclusive vision for our country that will benefit all Americans. It includes $75.8 billion in discretionary funding, an increase of $4.7 billion over the 2019 enacted level and $17.3 billion above the President’s budget request. Our favorable allocation allowed us to make significant and meaningful investments in three priority areas: infrastructure, safety, and protecting vulnerable populations."
"House Democrats are fighting to ensure that America is safe, strong, and moving forward. With investments in our financial regulators, elections, and small businesses, we can help improve the financial security of every family."
"I am proud that the bill removes several longstanding policy riders that I consider to be harmful, including many that dictate to the District of Columbia how to manage its own affairs or spend its own money. I am also proud of the many ways in which the choices in this bill stand to improve the lives of the American public, whether it be by improving their tax filing experience, protecting their privacy and their financial investments, promoting small business creation, combating drug trafficking, I could go on and on."

WASHINGTON — House Appropriations Committee Chairwoman Nita M. Lowey (D-NY-17) today delivered the following remarks on the House Floor in support of $19.1 billion bicameral, bipartisan disaster relief legislation:

Today we are rejecting the political stunts and grandstanding that have made it difficult to deliver much-needed disaster relief to families and communities across America.

It's been nine months since Hurricane Florence struck the Southeast, just one of the many natural disasters – including other hurricanes, Pacific typhoons, and Western wildfires – that impacted our fellow Americans last year.

In that time, the House has already passed two strong packages of relief and recovery assistance; bills to help the people of Puerto Rico recover from one of the deadliest and costliest storms in American history; and to meet urgent needs following Midwest floods and Southern tornadoes.

"The bill before us rejects the President’s misguided budget and instead invests in important initiatives for the people. The Fiscal Year 2020 Agriculture Appropriations bill would reduce hunger at home and abroad, support rural development and our farmers, and ensure the FDA is properly funded to meet the growing needs of regulating our food, medicines, and more."
