"I want to be clear – maintaining a safe, credible, and reliable nuclear deterrent is a national priority. But we must do so in a cost-effective, responsible manner. This budget request does neither."
"This year, we will hear from a bipartisan group of Members, all of whom will be asking for further investments by this subcommittee. I think it is instructive that on days like this, we are never asked to cut funding for programs or agencies, only to increase them. It shows the important role that the federal government plays in driving technological innovation, economic development, scientific research, a fair justice system, and public safety."
"The budget request demonstrates that the Administration does not grasp the impact of global development on our own national security, nor the benefit of efforts that promote economic growth while engaging American companies. Though the Administration touts increases to private sector engagement in global development, the budget proposes exorbitant increases to some programs while cutting, or even completely eliminating, others that have proven to have a substantial role in engaging the private sector to invest in risky emerging markets."
"This is always an important day for us. If this subcommittee is the “landlord” of the Congress, it’s necessary for us to hear from our “tenants” about shortfalls in services that they see and hear their suggestions about how the institution could be more effective in serving our constituents."
"What is even more disturbing to me, is the fact that the Department of Defense chose to transfer $911 million of fiscal year 2020 shipbuilding funds to support the President’s misguided effort at the southwest border. We hear time and again that more ships are required but then actions like these are taken, severely undercutting the credibility of that argument. Needless to say, these wall reprogrammings have completely broken the trust between the Department and the Committee."
