"Despite the likelihood that these challenges will continue for some time, the administration has put forth an inadequate budget, as it has every year during its time in office. This year, USDA’s budget request is $16.4 billion, which is a reduction of $3.5 billion, or 18 percent, in discretionary funding from the final fiscal year 2020 bill. I continue to believe many of the proposals in the budget are bad for our farmers, rural communities, and vulnerable populations and quite honestly dead on arrival."
"Today we will hear from Members of Congress on pressing issues ranging from concerns about offshore drilling, funding wastewater infrastructure, to supporting the National Estuary Program. The Members testifying today represent the interests of both Republicans and Democrats, from cities and rural areas all over the country, facing a broad array of challenges."
"There are serious questions on how medical reforms have been accounted for in the President’s Budget request for Fiscal Year 2021. Across the spectrum of the military health system, from medical readiness to beneficiary care, in many cases the budget justification lacks the adequate detail for the subcommittee to make informed decisions."
"Further, such a significant reorganization cannot be approached lightly or haphazardly, as it is critical that the foundation crafted is well constructed and provides a path to success for the Service, and the Department as a whole. It is essential that those forming the policies and procedures for the Space Force actively engage the Congress, particularly the Appropriations Committee, to build and sustain support for the Space Force and its mission. This will require that the Department provide unprecedented transparency to ensure that there is a common understanding and expectation of what this new Service will do, how it will do it, and what resources are needed."
"We’re pleased to welcome ten members of the public who have come to share with us their suggestions on how to fund the legislative branch agencies within our bill and how to improve the operations of the Congress. Their testimony will touch on a wide range of issues; each witness has clearly devoted much time and analysis to their recommendations."
