This bill has a strong reputation for common ground as members traditionally work together to fund construction of military facilities and the quality of life of veterans and military families. Thankfully, that tradition continues as this bill provides funding levels that members on both sides agree are appropriate, while avoiding contentious legislative riders that complicate passage.

Overall the Majority's approach to the defense budget has been reasonable. I only wish that the same approach would be taken with the non-defense portion of the discretionary budget.

While the level of funding in this bill may not be as low as a strict proportional reduction based on the Ryan budget, it is nevertheless not adequate to meet the needs in this area. In comparison, the Senate Appropriations Committee approved its CJS bill last week with tremendous bipartisan support, and it is $731 million higher than the House allocation.

Despite my general agreement with the bill we are considering today, I have tremendous concerns with the outlook for this year's Appropriations process.

Our economic recovery needs the certainty of a functioning budget process as well as continued investments in infrastructure, innovation and the social safety net. The Ryan Budget allocation undermines both...I will encourage my Republican colleagues to reject these subcommittee allocations and return to a bipartisan process for consideration of discretionary spending.
