This was the right thing to do and it also eliminates the need to cut an important program in the Department of Energy budget that would have cost thousands of jobs at this precarious time...I hope that the House Leadership would avoid any further disruption by allowing this non-controversial Continuing Resolution to be approved in the House later this week.

Many Republicans who voted 'No' last night did so because they believe $1.043 trillion is too much. The bill before us tonight spends $1.043 trillion. I will be the first to say every Member is entitled to change his or her mind. However, I am eager to hear from my Republican colleagues who voted 'No' yesterday why it is OK today to vote for $1.043 trillion in spending.

The matter that concerns me, however, is the way the majority has provided disaster relief funding...The Advanced Technology Vehicle Manufacturing Program was started in 2008 to reinvigorate American manufacturing...This is not the time to put American manufacturing jobs at risk.

House Republicans are insisting on a radical departure from the standard practice. They are insisting on taking $1.5 billion from another Departments budget in order to pay for $1 billion in emergency supplemental disaster relief. That is a bad precedent, and one that I believe we will regret as we confront future requests for assistance in disaster recovery. Despite my concerns, I will support this CR.

Despite my concerns, I will support this CR. The last thing we need, with a fragile economy and regions reeling from natural disasters, is another partisan political fight in Congress. The American public wants us to act quickly.
