Congressman Adriano Espaillat (D-NY-13), Ranking Member of the Legislative Branch Subcommittee, delivered the following remarks at the Subcommittee's oversight hearing on U.S. Capitol Complex Public Safety and Security:

Thank you, Chairman Valadao. Also, thank you Ranking Member DeLauro for joining us today. 

I extend my gratitude to the Officers of the Capitol Police for their service. Chief Manger, thank you for your unwavering leadership. As you are preparing to retire, I acknowledge your role in implementing one hundred three IG recommendations and six GAO recommendations, an achievement that reflects your deep commitment to this institution and its security. Congratulations on your retirement.

I want to express my disappointment that the plaque honoring officers who protected the Capitol hasn’t been installed yet. This is inexcusable. 

Today, we are here to discuss capitol safety. Chief, since 2022, we have increased your budget to enhance the safety of the Capitol complex. 

Recent security breaches, particularly at building entrances, have been unacceptable. We cannot allow weapons or ammunition to enter campus, and we cannot tolerate lapses in security protocols. 

Security requires partnership. Yet, when you requested fewer entry points for better control, political pressure forced their reopening. Officers risk their lives daily, yet honoring their sacrifice remains controversial. Millions were spent repairing damage from January 6th, yet those responsible were pardoned and welcomed back. 

And, unfortunately, due to the recent partisan CR, funding will be frozen for the next year.

Leadership is about accountability. This hearing should be a forum for solutions. Let’s give the Department the support it needs to correct its course and secure the People’s House. Chief, we look forward to hearing your plan.
