Thank you, Chairwoman Emerson, and I too would like to welcome Karen Mills, the Administrator of the Small Business Administration, to this hearing of the Financial Services and General Government Subcommittee. Because of the crucial part that small businesses play in job creation and our continued economic recovery, the SBA has a very important role in promoting job growth.

The result, after more than four days of debate over hundreds of amendments, is a bill that is regrettably even worse than when it was introduced, and it is now encumbered with an array of ideologically-driven provisions that will surely render it dead on arrival in the other body and virtually impossible for the President to sign it into law.

C.R. Cuts Are Irresponsible, Extreme... will CUT jobs by the thousands. I cannot convey more strongly how ill-advised this is.

Most damaging are the nearly $2 billion in cuts to state revolving funds, which provide grants to states for drinking water, sewage and storm water runoff systems. This does nothing but take the burden of providing clean water to drink and clean air to breathe off the federal government, thrusting it onto the shoulders of hundreds of cities and states already struggling to meet the needs of their constituents.
