Mr. Chairman, it is clear that a solution will require a bipartisan majority of both Houses. I believe every member of this Committee is ready to work and do the right thing. I believe that it is time we get past these unrealistic beliefs that we can cut our way to prosperity. If this failed philosophy persists, our work and our mandate will only getter tougher. We must be more strategic about how we handle our federal budget.

The veterans we seek to assist in this bill will also be harmed if other appropriations bills cut essential programs like job training, elderly and disabled housing, and childcare programs. Cuts to the federal workforce across the government are a direct threat to veterans, who made up 30.9 percent of the federal workforce in FY 15.

The President’s budget request for fiscal year 2018 includes $7.8 billion for the Department of Commerce, which is a $1.4 billion or 15 percent decrease from the 2017 enacted level. This level of funding endangers these core missions at the Department.

"Just three weeks ago, Congress passed - in overwhelming, bipartisan fashion - an omnibus appropriations bill that provided responsible funding levels for critical services and investments.

"Despite having personally signed the Omnibus into law, President Trump today proposed a cruel and radical departure from that solid foundation. Cutting $54 billion from nondefense services and investments would have a devastating impact on working families, hospitals, law enforcement, schools, and local infrastructure around the country. It is a false choice to suggest slashing these investments is the price of providing the equipment, training, and manpower our military needs. We can - and should - do both.

Today House Budget Committee Ranking Member John Yarmuth, House Appropriations Committee Ranking Member Nita Lowey, Democratic Whip Steny Hoyer, House Budget Committee Vice Ranking Member Pramila Jayapal, and House Appropriations Committee Vice Ranking Member Derek Kilmer joined with representatives from NDD United at a press conference calling on Congress to raise the 2018 spending caps. If no action is taken, Congress will face irresponsible and arbitrary austerity-level caps that threaten our country's economy, security, and standing as a global leader.

A breakthrough at NIH saves not just one life, but potentially millions, over generations to come. That breakthrough can improve the life of not just a sick individual, but the lives of their loved ones, caretakers, and friends.

Mr. Secretary, while I am glad you are here today, it is unfortunate that we will not be able to discuss the specifics of the VA budget request. This lack of detail makes it extremely challenging for the Committee to properly do its job.
