State, Foreign Operations Funding Bill Forfeits American Influence to Adversaries while President Trump Pursues Deadly, Costly War with Iran and Furthers the Cost-of-Living Crisis
WASHINGTON — Today, the House Appropriations Committee passed on a party-line vote the Republicans’ 2027 State, Foreign Operations and Related Programs funding bill, which forfeits American influence on the world stage, slashes humanitarian funding, and threatens women’s health around the globe.
The bill is $2.7 billion, a 6 percent cut, below fiscal year 2026. It is $12 billion below fiscal year 2025 – a 20 percent cut from two years ago.
This legislation:
- Threatens national security by abdicating United States world leadership at the United Nations (UN) and other multilateral and international financial institutions by not including any funding for the UN Regular budget, the UN Development Program, UN Women, and UNICEF.
- Threatens women’s health globally by prohibiting the United States from contributing to the United Nations Population Fund (UNFPA), substantially underfunding bilateral family planning, and reinstating an expanded Global Gag Rule on non-governmental organizations that receive U.S. assistance.
- Hampers the United States response to the climate crisis by eliminating support for communities’ ability to adapt to weather changes, sustainably manage their land and natural resources, and expand access to clean energy.
- Limits America’s soft power by walking away from capable and effective partners targeted by DOGE such as the U.S. Institute of Peace, Inter-American Foundation, and United States African Development Foundation.

It demands smart diplomacy, strong development, and lifesaving humanitarian aid that prevent threats from developing before they ever reach our shores. This funding bill fails that test. “House Republicans’ State, Foreign Operations funding bill cuts humanitarian assistance, slashes global health programs and threatens women’s health, reneges on our commitments to our partners, and surrenders influence to our adversaries,” said Appropriations Committee Ranking Member Rosa DeLauro’s (D-CT-03). “For every step backwards we take, our adversaries take a step forward. Continually defunding the institutions that support America’s international presence will have serious, lasting consequences. These steep cuts to American diplomatic efforts are being proposed at the same time as an increase of hundreds of billions of dollars – at least – in defense spending. It is remarkable, the distance between how much we are willing to devote to war and how little we can spare for peace.”

During the markup, Democrats offered a number of amendments to fix the harmful Republican bill. Each were rejected on party-line votes. Some of the amendments offered would have:
- Reversed a $1 billion rescission to humanitarian aid funding.
- Pushed the Trump administration to release $600 million in funding for Gavi, an international organization that vaccinates children in poorer countries.
- Removed a prohibition on funding for the United Nations Population Fund, which provides reproductive healthcare in countries that lack widespread advanced medical infrastructure and prevent implementation of the administration’s expanded global gag rules.
- Provided $500 million to assist Ukraine in their defense against Russian aggression.
- Provided $400 million for the reconstruction of civilian infrastructure in Gaza, including water, sanitation and electrical grids, only through organizations that have been vetted by the United States government.
- Required Special Envoys under the Trump Administration to fulfill financial disclosure requirements that all other special envoys must fulfill
