Non-Partisan Government Accountability Office: Trump is Playing Politics with Emergency Relief

September 29, 2025

President Trump, Secretary Noem, and Director Vought are Raising the Cost of Avoiding and Recovering from Disasters and Emergencies

WASHINGTON — Today, the nonpartisan Government Accountability Office (GAO) released yet another analysis showing that the Trump Administration continues to violate the law by freezing critical funding promised to communities across the nation. House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) released the following statement:

“Democrats are fighting tooth and nail to make sure every community across the nation gets the resources it needs to stay safe during and recover from disasters. Instead, unelected bureaucrats like Russ Vought and Kristi Noem are playing politics with funding that saves lives.

“These agencies need more oversight and must be accountable to American taxpayers. This is why the temporary funding legislation that I introduced with Senator Patty Murray includes nonpartisan transparency and oversight provisions, such as establishing a dedicated Inspector General for the Office of Management and Budget, to help restore trust across the country that when help is promised, help will be delivered.

“We are on the doorstep of a Republican shutdown, while costs continue to rise. Instead of playing games with promises to American taxpayers, the Republican Administration, the Republican leadership in the House, and the Republican leadership in the Senate must return to the negotiating table to join Congressional Democrats to keep the government open and lower costs, particularly the costs of health care, for Americans.”
