House Republicans Surrender Global Leadership to Adversaries While President Trump Pursues Deadly, Costly War with Iran

Proposed Cut of Nearly $3 Billion to State and Foreign Operations Harms Women’s Health and Slashes Humanitarian Aid  

WASHINGTON — House Appropriations Committee Republicans today released the fiscal year 2027 State, Foreign Operations, and Related Programs funding bill, which will be considered in subcommittee tomorrow. The legislation weakens our national security, cuts global health, surrenders American global leadership and influence to our adversaries, and puts the American people at risk.

The bill is $2.7 billion, a 6 percent cut, below fiscal year 2026. It is $12 billion below fiscal year 2025 – a 20 percent cut from two years ago.

This legislation:

  • Threatens national security by abdicating United States world leadership at the United Nations (UN) and other multilateral and international financial institutions by not including any funding for the UN Regular budget, the UN Development Program, UN Women, and UNICEF.
  • Threatens women’s health globally by prohibiting the United States from contributing to the United Nations Population Fund (UNFPA), substantially underfunding bilateral family planning, and reinstating an expanded Global Gag Rule on non-governmental organizations that receive U.S. assistance.
  • Hampers the United States response to the climate crisis by eliminating support for communities’ ability to adapt to weather changes, sustainably manage their land and natural resources, and expand access to clean energy.
  • Limits America’s soft power by walking away from capable and effective partners targeted by DOGE such as the U.S. Institute of Peace, Inter-American Foundation, and United States African Development Foundation.

“At a time when global conflict and humanitarian crises worsen by the day, we must not retreat from our leadership role or allow rivals like China to fill the void,” State, Foreign Operations, and Related Programs Ranking Member Lois Frankel (D-FL-22) said. “Our National Security and Department of State budget must uphold our international commitments and maintain our seat at the table at the United Nations. It must ensure we have the personnel—both in Washington and around the world—to deliver results that make us safer and more prosperous. Just as important, we need real accountability to ensure every dollar Congress provides is used as intended. I look forward to working on a bipartisan basis to deliver a budget that advances our shared goals.”

“The Trump administration is failing to adequately invest in American diplomacy,” Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) said. “The Trump Doctrine is failure followed by failure. He stumbles from one self-imposed crisis to another. The president’s reckless war of choice with Iran is a failure of diplomacy, and they are still unable to reach any lasting agreement to stop the war. We should be increasing our investments in global diplomacy, not allowing Republicans to further gut these essential resources that facilitate American global leadership. House Republicans’ 2027 State, Foreign Operations, and Related Programs funding bill dismantles American diplomacy; yields to Iran, China and Russia; threatens women’s health; and abandons people around the world. For every step backwards we take, our adversaries take a step forward. Continually defunding American diplomacy and development partners will have serious, lasting effects.”
