House Republicans Advance State, Foreign Operations Funding Bill that Would Surrender American Global Leadership to Adversaries While President Trump Pursues Deadly, Costly War with Iran

WASHINGTON — Republicans on the House State, Foreign Operations Appropriations Subcommittee advanced a partisan funding bill that weakens our national security, cuts global health, surrenders American global leadership and influence to our adversaries, and puts the American people at risk.

The bill is $2.7 billion, a 6 percent cut, below fiscal year 2026. It is $12 billion below fiscal year 2025 – a 20 percent cut from two years ago.

This legislation:

  • Threatens national security by abdicating United States world leadership at the United Nations (UN) and other multilateral and international financial institutions by not including any funding for the UN Regular budget, the UN Development Program, UN Women, and UNICEF.
  • Threatens women’s health globally by prohibiting the United States from contributing to the United Nations Population Fund (UNFPA), substantially underfunding bilateral family planning, and reinstating an expanded Global Gag Rule on non-governmental organizations that receive U.S. assistance.
  • Hampers the United States response to the climate crisis by eliminating support for communities’ ability to adapt to weather changes, sustainably manage their land and natural resources, and expand access to clean energy.
  • Limits America’s soft power by walking away from capable and effective partners targeted by DOGE such as the U.S. Institute of Peace, Inter-American Foundation, and United States African Development Foundation.

“At a time when global conflict and humanitarian crises worsen by the day, we must not retreat from our leadership role or allow rivals like China to fill the void,” State, Foreign Operations, and Related Programs Ranking Member Lois Frankel said. “Our National Security and Department of State budget must uphold our international commitments and maintain our seat at the table at the United Nations. It must ensure we have the personnel—both in Washington and around the world—to deliver results that make us safer and more prosperous. Just as important, we need real accountability to ensure every dollar Congress provides is used as intended. It cuts humanitarian assistance, slashes global health programs, reneges on our commitments to our partners, and surrenders global influence to our adversaries. For every step backwards we take on the world stage, they take a step forward,” said House Appropriations Committee Ranking Member Rosa DeLauro. “Continually defunding the institutions that support America’s international presence will have serious, lasting consequences. In little more than a year the Trump administration has squandered decades of American global influence. This bill hinders our ability to reclaim any of it for years to come. It is remarkable, the distance between how much we are willing to devote to war and how little we can spare for peace.”
