House Passes FY 2020 Financial Services and General Government Appropriations Bill

WASHINGTON — The House today passed, on a 224 to 196 vote, the fiscal year 2020 Financial Services and General Government appropriations bill. The legislation provides annual funding for the Department of the Treasury, the Judiciary, the Executive Office of the President, and other independent agencies, including the Small Business Administration.

“Today, House Democrats took significant steps toward strengthening small businesses, protecting consumers, and defending the integrity of our elections,” said House Appropriations Subcommittee on Financial Services and General Government Chairman Mike Quigley. “By increasing funding for the IRS to assist taxpayers and supporting the SBA to help small businesses, this legislation prioritizes making our economy stronger for everyday Americans. Critically, it also fortifies our election infrastructure in the lead up to the 2020 election by providing $600 million for Election Security Grants. I’m proud to have led a funding bill that makes long-term, strategic investments for hardworking Americans who have spent too long without the support they need.”

“This is a strong appropriations bill that invests For the People – for consumers, for small businesses, for distressed communities, and for hardworking families across the country,” said House Appropriations Chairwoman Nita Lowey. “It makes robust investments in our financial regulators and small businesses to help improve the financial security of every family. It provides $600 million for election security grants to keep our democracy in the hands of the American people, not foreign powers. And it increases funds for taxpayer services, including assistance for the elderly and low-income families. This bill would make an important difference in the lives of millions of people as House Democrats continue to invest in America’s workers and families.”

In total, the bill includes $24.55 billion in discretionary funding, an increase of $1.4 billion over the 2019 enacted level and $355.5 million over the President’s 2020 budget request. In addition, the bill includes a provision to increase Federal civilian pay by 3.1 percent in 2020.

The bill supports a broad range of functions and services in both the Executive and Judicial branches that are essential to the operation of the Federal Government. In addition, the bill supports programs that assist and protect the public, such as shielding consumers from defective and dangerous products, assisting small businesses, and investing in distressed communities. The bill includes significant funding increases to support these critical functions.

The bill also provides $600 million to the Election Assistance Commission (EAC) for Election Security Grants to augment state efforts to improve the security and integrity of elections for Federal office.
