DeLauro Statement on Homeland Security Funding

February 5, 2026

WASHINGTON – Today, House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) issued the following statement regarding the major reforms Democrats laid out as necessary to support any Homeland Security funding bill:

"House and Senate Democratic leadership have released a list of major reforms to keep our communities safe while funding the Department of Homeland Security. I strongly support each item.

“These major reforms are backed by the vast majority of Americans. Requiring federal officers to obtain a warrant from a judge before kicking in someone’s door, allowing independent investigations into extrajudicial killings, preventing the detention and deportation of U.S. citizens, prohibiting racial profiling, and legally binding use of force policies are how we keep our communities safe.

“I support funding the Transportation Security Administration (TSA), Federal Emergency Management Agency (FEMA), Coast Guard, Secret Service, and Cybersecurity and Infrastructure Security Agency (CISA) separately while negotiations continue on Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), in order to avoid any disruption to public services or missed paychecks for federal workers.

“If Republicans are unwilling to reform ICE and CBP, then they will be responsible for any disruptions and deferred paychecks.”
