Appropriations Committees Release Three-Bill FY26 Funding Package: Labor, HHS, Education; Defense; Transportation, Housing and Urban Development

January 20, 2026

WASHINGTON – Today, the Appropriations Committees released the text of a bipartisan, bicameral three-bill funding package, continuing the Committees’ steady progress in fully funding the government before the January 30 deadline.

This latest package includes the conference agreements for the Labor, Health and Human Services, Education and Related Agencies; Defense; and Transportation, Housing and Urban Development and Related Agencies appropriations bills, totaling roughly $1.2 trillion in spending.

“This latest funding package continues Congress’s forceful rejection of extreme cuts to federal programs proposed by the Trump Administration,” said House Appropriations Committee Ranking Member Rosa DeLauro. “Where the White House attempted to eliminate entire programs, we chose to increase their funding. Where the Administration proposed slashing resources, we chose to sustain funding at current levels. Where President Trump and Budget Director Russ Vought sought broad discretion over federal spending, Congress, on a bipartisan, bicameral basis, chose to reassert its power of the purse.

“This package increases funding for the National Institutes of Health, investing in research to treat and prevent diseases like cancer, Alzheimer’s and ALS. It makes our skies safer and our streets smoother, through robust investments in transportation infrastructure. And it helps tackle the cost of living crisis, making investments in affordable housing that will prevent more than four million households from being pushed out onto the street. At the same time, it increases funding for Homeless Assistance Grants, while providing resources to build more affordable housing. It provides a pay raise for our troops and promotes national security.

“I strongly support this bipartisan, bicameral funding package. I look forward to voting for it later this week.”

House Republicans have committed to holding a separate vote on the Homeland Security bill so that it is not tied to this three-bill minibus.
