Appropriations Committee Releases Reports for State, Foreign Operations, and Related Programs and Interior, Environment, and Related Agencies Bills

WASHINGTON — The House Appropriations Committee today released its reports accompanying the fiscal year 2023 State, Foreign Operations, and Related Programs and Interior, Environment, and Related Agencies appropriations bills.

The reports will be considered at tomorrow’s full Committee markup.

The State, Foreign Operations, and Related Programs funding bill, which was advanced by a voice vote in Subcommittee on Wednesday, June 22:

• Increases humanitarian and development assistance to help the world’s most vulnerable meet urgent needs, which have been exacerbated by the COVID-19 pandemic and the global rise of food and fuel prices.
• Strengthens the global public health infrastructure to continue combating the COVID-19 pandemic and prevent future pandemics.
• Prioritizes climate change with critically needed funding for global efforts to reduce emissions, including the Green Climate Fund.
• Promotes democracy, human rights, and anti-corruption efforts, including those that counter governments such as the People’s Republic of China, that undermine the core values of democracy.
• Advances gender equity and equality by increasing funding for programs that support women and girls, family planning, the United Nations Population Fund (UNFPA), and repealing punitive and unnecessary restrictions on safe and legal abortion.
• Supports allies and partners of the United States and reaffirms U.S. leadership on the world’s stage by fully funding our United Nations assessments and increases our voluntary contributions to key UN agencies

The Interior, Environment, and Related Agencies funding bill, which was advanced by a voice vote in Subcommittee on Monday:

• Honors the federal government’s responsibilities to Native American families by investing in tribal communities including through education and health care programs
• Creates good-paying American jobs and strengthens the environmental workforce through investments in renewable energy development
• Confronts the climate crisis and builds resilience to climate change by expanding environmental enforcement efforts with a focus on land and water conservation
• Protects and preserves public lands and biodiversity, which encompasses threatened and endangered species and their habitats
• Invests in historically underserved communities overburdened by disproportionate impacts from pollution
• Dedicates the highest-ever level of funding to the arts and humanities
