Power Grab Full-Year Continuing Resolution Allows Elon Musk and President Trump to Accelerate Dismantling of the Government

WASHINGTON — House Appropriations Committee Ranking Member Rosa DeLauro (CT-03) released new information on how a full-year continuing resolution would hurt the middle class and make Americans less safe.

“Republicans have not returned to the table to negotiate final full-year funding bills, continuing to raise the risk of a shutdown so they can keep trying to take away health insurance for children and give tax cuts to billionaires,” said Appropriations Committee Ranking Member Rosa DeLauro. “Instead of joining Democrats to protect the middle class, working people, veterans, and small businesses, Republicans are protecting the interests of unchecked billionaire Elon Musk and trying to pass a power grab full-year continuing resolution that would be a blank check for President Trump. Regardless of whether Elon Musk’s unlawful, dangerous cuts end up in the full-year continuing resolution or not, this reckless path will hurt the middle class and make Americans less safe. It is time for Republicans to come back to the table to finish full-year funding bills.”

A full-year CR does not include the same guardrails as regular full-year funding bills and would allow Elon Musk and President Trump to have even more leeway to shut off and repurpose funding as they see fit. A full-year CR would hurt the middle class and make Americans less safe:

  • Army Corps projects—like those that keep commerce safely flowing on our waterways, manage flood risk, and restore ecosystems—would be determined by Elon Musk and President Trump, not Congress.
  • Environmental Protection Agency (EPA) funding levels for specific activities would be removed, allowing the executive branch to eliminate funding for climate change or PFAS research.
  • Control over public health funding priorities at the Centers for Disease Control and Prevention (CDC) would shift from Congress to the White House. 
  • Our directives for research priorities at the National Institutes of Health (NIH) related to Alzheimer’s, cancer, diabetes, and a host of other conditions would also disappear.
  • Small Business Administration programs could be cut or eliminated.
  • The Federal Aviation Administration (FAA) could direct billions to Starlink, Elon Musk’s company, with little requirement for oversight or transparency.
