House State, Foreign Operations and Related Programs Appropriations Bill Reopens State Department, USAID

House Appropriations Committee Democrats have filed legislation to reopen the federal government and fund the Department of State, U.S. Agency for International Development, Peace Corps, and other agencies.

The legislation is virtually identical to the FY19 State, Foreign Operations, and Related Programs bill that passed the Senate Appropriations Committee on a 31-0 vote.

It provides $54.4 billion in discretionary funding, including $8 billion in OCO funding.  This is $12 billion above the President’s request, and $400 million above the fiscal year 2018 enacted level. The legislation will end the Trump Shutdown and fund the agencies covered in the State, Foreign Operations, and Related Programs Appropriations bill through September 30.

Bill Highlights:

U.S. Department of the State (DOS) – $8.9 billion for Diplomatic Programs, which is $200 million above the FY2018 enacted level and $806 million above the President’s budget request and $5.7 billion for Embassy and Diplomatic Security, which is $337 million below the FY2018 enacted level and $379 million above the President’s budget request.

Security Assistance – $8.8 billion, which is $236 million below the FY2018 enacted level and $1.5 billion above the President’s budget request.  This includes $3.3 billion for Israel, fully meeting U.S. commitments under the new Memorandum of Understanding.

Education and Cultural Exchanges – $690.6 million, which is $44.4 million above the FY2018 enacted level and $531.6 million above the President’s budget request.

Contributions to International Organizations – $1.44 billion for assessed contributions to international organizations, which is $27 million less than the FY2018 enacted level and $345 million above the President’s budget request.

Contributions to International Peacekeeping – $1.68 billion, $302 million above the FY2018 enacted level and $488 million above the President’s budget request.

President’s Emergency Plan for AIDS Relief (PEPFAR) - $5.7 billion, which is $50 million above the FY2018 enacted level and $945 million above the President’s budget request.  This includes $1.35 billion for the Global Fund to Fight AIDS, Tuberculosis, and Malaria.

U.S. Agency for International Development (USAID) – $1.46 billion in total funding for the operating expenses of USAID, which is $110 million above the FY2018 enacted level and $342 million above the President’s budget request.

  • Global Health Programs — $3.1 billion, which is $52 million above the 2018 enacted level and $1.14 billion above the President’s budget request.
  • Development Assistance — $3 billion for Development Assistance, which is the same as the FY2018 enacted level.

Economic Support Fund (ESF) – $4 billion in total funding for Economic Support Funds, which is $52.7 million above the FY2018 enacted level. 

Humanitarian Assistance and Disaster Assistance – $7.8 billion, which is $173 million above the FY2018 enacted level and $1.5 billion above the President’s budget request.

  • International Disaster Assistance (IDA) — $4.4 billion, which is $100 million above the FY2018 enacted level and $828 million above the President’s budget request.
  • Refugee Assistance — $3.4 billion, which is $73 million above the FY2018 enacted level and $633 million above the President’s budget request.

Multilateral Assistance - $1.9 billion to meet U.S. commitments to multilateral organizations and international financial institutions, which is $19 million above the FY2018 enacted level and $459 million above the President’s budget request.

Peace Corps – $410 million, equal to the FY2018 enacted level and $14 million above the President’s budget request.

Millennium Challenge Corporation – $905 million, which is the same as the FY2018 enacted level and $105 million above the President’s budget request.

Broadcasting Board of Governors (BBG) – $814 million, which is $6.5 million above the FY2018 enacted level and $150 million above the President’s budget request.

Support for U.S. allies and partners, including:  (amounts included in account totals above)

  • $1.5 billion for Jordan
  • $425.7 million for Ukraine.
  • $300 million for the Countering Russian Influence Fund (CRIF), $50 million over the FY2018 enacted level.
