DeLauro Statement on Senate Passage of Continuing Resolution

WASHINGTON – House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) issued the following statement on the continuing resolution passed in the Senate early this morning:

“The continuing resolution passed out of the Senate today makes important progress and includes critical provisions Democrats have pushed for throughout the government funding process.

“The measure delays the implementation of a proposed regulation by the Office of Management and Budget to concentrate power over federal grantmaking in the hands of political appointees in the Trump administration. It also restores language that was omitted from the House-passed resolution precluding the transfer of funds to the Border Patrol without substantial reforms.

“While these are welcome improvements, there are still nearly two months before the end of the fiscal year. It is important that appropriators in the House and Senate continue to work to fully fund the government on a bipartisan basis.”

Ranking Member DeLauro has been leading the charge to force OMB to withdraw its proposed Regulation for Federal Financial Assistance. During full committee markups of the 2027 Republican full year funding bills, DeLauro twice offered amendments to block OMB Director Russ Vought’s scheme to give President Trump’s political appointees unilateral veto power over all grant spending. 

DeLauro confronted Vought about the rush to finalize this rule at a hearing in June.

With the other eleven Democratic subcommittee Ranking Members, DeLauro wrote to Vought, “As proposed, this regulation would result in a seismic and ill-informed change to an enormous portion of the United States economy and would upend the established understanding of how Federal appropriations are carried out, undermining the integrity of government programs.”
