DeLauro, Frankel, Hoyer on Passage of Appropriations Minibus Including Financial Services, General Government, and National Security, Department of State

WASHINGTON – Today, House Appropriations Ranking Member Rosa DeLauro, Financial Services and General Government Appropriations Subcommittee Ranking Member Steny Hoyer, and National Security, Department of State, and Related Programs Subcommittee Ranking Member Lois Frankel issued statements on the House passage of the appropriations package covering their jurisdictions.

The $76.3 billion funding bill covers the Departments of State and Treasury, as well as the IRS, the FTC, the federal judiciary, the District of Columbia, and various federal agencies and programs.

“The passage of this funding package today is a continuation of our efforts to reassert Congress’s power of the purse, rein in the Trump administration, and advance Democratic priorities at home and abroad,” said House Appropriations Committee Ranking Member Rosa DeLauro. “This legislation supports the small businesses and entrepreneurs that make up the backbone of the American economy, fortifies our democracy through increased election security grant funding, supports women globally by protecting funding for bilateral family planning, and protects our Sixth Amendment right to counsel by increasing funding for federal public defenders by $315 million. This is a strong bipartisan, bicameral funding package, and I commend Ranking Member Hoyer and Ranking Member Frankel on their work to get it done.”

“At a time of global uncertainty, it is critical that we face the world with a unified front. This bipartisan bill puts American leadership front and center,” said Rep. Frankel. “The legislation invests in diplomacy, development, and humanitarian assistance aimed to keep our country safer, more secure, and more prosperous—while reaffirming Congress’s power of the purse.”

"While far from perfect, this compromise bill could have been much worse,” said Ranking Member Hoyer. “I am pleased that it increases resources for Election Security Grants, Small Business Administration programs for entrepreneurial development, and the Judiciary—notably for judicial security. Additionally, it addressed the backlog for federal public defender services and continues to fund Community Development Financial Institutions and other important Treasury programs. Still, the legislation's cuts to the Internal Revenue Service will make it easier for millionaires and billionaires to get out of paying the taxes they owe. The bill also ought to have included language requiring further oversight of the Trump Administration's rash effort to move the FBI into the unsecure Reagan Building. Nevertheless, our top priority is keeping the government open and operating for the American people. I will continue to work with my colleagues on both sides of the aisle to make further progress on these issues in our upcoming appropriations cycle for fiscal year 2027."
