Appropriations Requests

DATABASE REOPENING

The Appropriations’ Member database will reopen at 9 AM on Thursday, May 20, 2021 in advance of the release of the full President’s fiscal year 2022 budget to allow Members to submit additional requests for the 2022 cycle. 

Given that appropriations markups will begin in June, the window between the full budget transmission to Congress and the final deadlines is tight. The deadlines below are necessary so the Committee may give due consideration to your priorities when writing the bills.

The deadlines by Subcommittee are as follows:

  • June 2: Financial Services and General Government; Legislative Branch; Labor, Health and Human Services, Education, and Related Agencies; State, Foreign Operations, and Related Programs
  • June 3: Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Commerce, Justice, Science, and Related Agencies; Defense; Homeland Security
  • June 4: Energy and Water Development, and Related Agencies; Military Construction, Veterans Affairs, and Related Agencies; Interior, Environment, and Related Agencies;  Transportation, and Housing and Urban Development, and Related Agencies

INSTRUCTIONS

To meet the needs of communities across the United States, the Appropriations Committee accepts programmatic, language-based and Community Project Funding requests from Members of Congress. Members and staff have been provided with information on submitting requests through an internal Committee-maintained database, which will open for submissions on March 29, 2021.

Chair DeLauro provided an important overview of the process in a general Dear Colleague, along with a Dear Colleague providing updated information on group letters supporting a request and a Dear Colleague with additional information on transparency. Guidance from the Committee on submitting Community Project Funding requests is here (updated March 29, 2021).

Subcommittee Dear Colleagues, along with each request submission deadline, are available here and below. 

As part of the important reforms associated with Community Project Funding, the Committee is requiring Members to submit a certification that neither they nor their immediate families have any financial interest in projects they request. A template for such certification is available here.
